New Jersey’s Lead-Based Paint Law

New Jersey’s Lead Safe Law states that certain rental properties in the Borough of Neptune City are required to have a visual inspection to assess for lead hazards scheduled by November 22, 2025.

The Borough of Neptune City has partnered with LEW Environmental Services to ensure compliance with New Jersey’s Lead Safe Certification Law.  
Landlords are strongly encouraged to reach out to LEW Environmental to help them prepare for inspections.

FAQ -- Regarding the letter from Lew Environmental on behalf of the Borough of Neptune City. 

We have received inquiries about lead inspection letters that have gone out on behalf of the Borough. If you have received a letter on behalf of the Borough of Neptune City regarding your property and the New Jersey Lead-Safe Certification Law, please read the following FAQ:

  • The letter is legitimate.  The Borough has partnered with LEW Environmental to facilitate compliance with the new law.
  • New Jersey’s Lead-Safe Certification,” went into effect July 22, 2022 and applies to ALL pre-1978 rental properties. 
  • In Neptune City, a visual inspection is required for rental properties that were built prior to 1978. 
  • If you received the letter and you believe your property has been incorrectly identified as having a rental unit, please contact LEW Environmental to update the Borough's records.
  • The Borough has approved a single inspection company, LEW Environmental, to take responsibility for submitting all documentation and payments in accordance with state and local requirements by the deadline (property owners otherwise assume that responsibility).
  • Inspection cost is $250 and Lead-free Certificate is $150. If the property is certified lead-free it is exempt from all future lead inspections.
  • Rental properties in Neptune City must have inspections scheduled by Nov. 22, 2025 with the inspection completed before the end of 2025.
  • Properties constructed after 1978, seasonal rentals, or those with prior lead-free certification are exempt.
